Ingredients
1 ¼ cups all-purpose flour
1 ¼ cups old-fashioned rolled oats
½ cup unsalted butter, melted
½ cup light brown sugar
½ teaspoon salt
½ teaspoon baking soda
14-ounce can sweetened condensed milk
1/3 cup fresh lemon juice (about 2 lemons)
1 tablespoon fresh lemon zest
1 teaspoon pure vanilla extract
Instructions
Preheat oven to 350°F (175°C) and line an 8×8-inch baking pan with parchment paper
In a large bowl, combine flour, oats, brown sugar, salt, and baking soda. Add melted butter and mix until crumbly but evenly moistened
Press half the mixture firmly into prepared pan to form crust
Drain juice from the can of sweetened condensed milk using a fine-mesh strainer
In a bowl, whisk condensed milk with lemon juice, lemon zest, and vanilla extract
Spread mixture over crust in the pan
Sprinkle remaining crumb mixture over the top
Bake for 30-32 minutes until golden and set
Cool completely before slicing into 16 bars
